- First Annual Valley Serve Day Brings Community Together
On August 27, 2023, Riverview School District, in partnership with Riverview PTSA Council, held the first annual Valley Serve Day, bringing community members together to support our maintenance and grounds team and make the beginning of the school year extra special for our students and staff members. More than 120 parents, students, staff, and community members worked side-by-side on a wide variety of projects. Whether spreading fresh bark or gravel, pressure washing, or working inside our schools, everyone found ways to complete a wide array of tasks while also helping teachers get ready for a new school year. At the end of the afternoon, a picnic lunch was shared by those who volunteered their time, served from the freshly re-painted Cedarcrest High School concession stand and sponsored by the Riverview PTSA Council. The website and Valley Serve concept was established in the spring of 2023 by Riverview Superintendent, Dr. Susan Leach, and current Riverview PTSA Council President, Sara Balsley. Together, they wanted to find opportunities to connect local community members and organizations, while fostering relationships, providing support, and improving our community. Participants were able to sign up and select a school of their choosing through the new Valley Serve website. The website will also serve as a homepage for future Valley Serve events to come throughout the year. - Anonymous Donor Pays Off All Riverview Student Meal Debt to Begin the 2023-2024 School Year!
Midway through the summer, a couple dropped by the Riverview district office and struck up a conversation with Jennifer Horton-White, the first person many see when they visit our school district. During the discussion, one individual mentioned a connection they have to Riverview and shared details about their lives and how they have always wanted to help and make a difference when and where they can, including supporting the work of a school district. As the conversation continued, Jennifer was asked by the couple if there was any school meal debt that was left unresolved at the end of the 2022-2023 school year. Not quite sure, Jennifer reached out to Shelly Young, Riverview’s Food Services Supervisor, and Patricia Koster, the district’s Fiscal Coordinator. As they joined the conversation, Shelly and Patricia confirmed the amount unresolved and the couple asked if they could write a check to Riverview to cover that debt. Humbled by the offer and gratitude of the request, they were next handed a check for $22,000, eliminating all student meal debt for the start of the 2023-2024 school year! We are so incredibly grateful to the anonymous donor who, within only a few minutes, made a significant difference in the lives of many of our Riverview School District families. - Mary Morman Named Interim Principal of Cherry Valley Elementary
The Riverview School District is excited to announce that Mary Morman has been named the new Interim Principal of Cherry Valley Elementary, pending School Board approval, for the beginning of the 2023-2024 school year. With a dedication and commitment to elementary schools throughout her education career, and a track record of success in teaching, mentoring, and coaching, Mary Morman is a proven instructional leader who builds effective and lasting relationships with staff, students, families, and community. “It is an honor to serve the students, staff, families, and community of Cherry Valley,” she shares. “I look forward to a year filled with learning, growth, and collaboration.” Morman first entered the world of education with Peoria Unified School District in Glendale, Arizona, working as an instructional assistant for the district’s preschool program in 2001. She taught preschool from 2005 to 2013, also serving as an Early Childhood Mentor Teacher for State of Arizona Universities during that time. She taught kindergarten and third grade between 2013-2015, before joining Riverview School District in 2015. Most recently, she earned her Educational Administrative Certification from Gonzaga University in the spring of 2023. As an elementary classroom teacher at Carnation Elementary, she cultivated relationships and created a positive and nurturing environment to meet the needs of all students. Morman became the district coordinator for Title 1 and LAP Intervention from 2017 to 2022, developing and implementing an intervention model for striving readers and writers across the district in kindergarten through fifth grade. In 2020, Morman earned the opportunity to serve on the Committee of Practitioners, Title 1/LAP, within the Office of Superintendent of Public Instruction (OSPI), representing Riverview School District and advocating and amplifying the district’s voice around this important work. Morman further led professional development efforts for interventionists, teachers, and educational assistants in her coordinator role. This provided a pathway to her being hired as an elementary Professional Learning Leader (PLL), as part of the district’s Teaching and Learning Department, during the 2022-2023 school year. In addition to her PLL work, she completed her administrative internship at Carnation Elementary last year and used her unique capacity as an administrator and PLL to collaborate with district leadership, teachers, and staff on implementing school-wide Positive Behavioral Intervention Supports (PBIS) and supporting teachers with effective strategies in Multi-Tiered Systems of Support (MTSS). Please join us in welcoming Mary Morman to the Cherry Valley Cheetah community as their new Interim Principal!

- Air Quality Index - Updated Guidance and Protocols
As our region continues to face the lingering impacts of smoke and intermittent poor and unhealthy air quality, we wanted to share with you information available to you as it relates to Riverview School District’s decision-making with possible closure or postponement of outdoor events, activities, recesses, and athletic competitions. Earlier this summer, our Information Technology team installed Purple Air Quality sensors at Cedarcrest Stadium at Cedarcrest High School, Tolt Middle School, Cherry Valley Elementary, Stillwater Elementary, the district’s Carnation campus – home to Carnation Elementary, Riverview Ancillary Programs, and Riverview Learning Center, and the Riverview School District Educational Service Center. We have now added a “Safety” tab on our district website (www.rsd407.org), which includes a link to our new Air Quality home page, showing you the current readings of all Riverview School District Purple Air Quality sensors. Additionally, we will be following guidance provided by Washington State Department of Health (DOH) and utilizing the Washington Air Quality Guide for School & Child Care Activities (linked and shared below). In some instances, Riverview staff may take additional local factors and circumstances into consideration when implementing or considering these recommendations. The health and safety of Riverview students and staff is our highest priority. By providing access, in real-time, to our Purple Air Quality sensors, and being transparent about the guidance we are following, we hope to continue minimizing any potential impacts during wildfire season and ensure decisions regarding outdoor activities and events remains responsible, informed, and safe for everyone.

- Riverview School District Receives Clean Audit from State Auditor’s Office
Each year, school districts undergo audits from the Office of the Washington State Auditor and we are proud to report that Riverview School District achieved no findings, no recommendations, and a 100% clean audit for the survey period for our fiscal year (September 1, 2021 - August 31, 2022). There are two aspects to the audit report – an overview of financial statements and accountability. Per the Auditor's Office report – “Financial Statement and Single Audit”: SECTION I – SUMMARY OF AUDITOR’S RESULTS The results of our audit of Riverview School District No. 407 are summarized below in accordance with Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Financial Statements We issued an unmodified opinion on the fair presentation of the District’s financial statements in accordance with its regulatory basis of accounting. Separately, we issued an adverse opinion on the fair presentation with regard to accounting principles generally accepted in the United States of America (GAAP) because the financial statements are prepared using a basis of accounting other than GAAP. Internal Control over Financial Reporting: Significant Deficiencies: We reported no deficiencies in the design or operation of internal control over financial reporting that we consider to be significant deficiencies. Material Weaknesses: We identified no deficiencies that we consider to be material weaknesses. We noted no instances of noncompliance that were material to the financial statements of the District. Federal Awards Internal Control over Major Programs: Significant Deficiencies: We reported no deficiencies in the design or operation of internal control over major federal programs that we consider to be significant deficiencies. Material Weaknesses: We identified no deficiencies that we consider to be material weaknesses. We reported no findings that are required to be disclosed in accordance with 2 CFR 200.516(a). SECTION II – FINANCIAL STATEMENT FINDINGS None reported. SECTION III – FEDERAL AWARD FINDINGS AND QUESTIONED COSTS None reported. REPORT ON COMPLIANCE FOR EACH MAJOR FEDERAL PROGRAM We have audited the compliance of Riverview School District No. 407, with the types of compliance requirements identified as subject to audit in the U.S. Office of Management and Budget (OMB) Compliance Supplement that could have a direct and material effect on each of the District’s major federal programs for the year ended August 31, 2022. The District’s major federal programs are identified in the auditor’s results section of the accompanying Schedule of Findings and Questioned Costs. In our opinion, the District complied, in all material respects, with the types of compliance requirements referred to above that could have a direct and material effect on each of its major federal programs for the year ended August 31, 2022. Per the Auditor’s Office report – “Accountability Audit”: Results in brief This report describes the overall results and conclusions for the areas we examined. In those selected areas, District operations complied, in all material respects, with applicable state laws, regulations, and its own policies, and provided adequate controls over the safeguarding of public resources. In keeping with general auditing practices, we do not examine every transaction, activity, policy, internal control, or area. As a result, no information is provided on the areas that were not examined. About the audit This report contains the results of our independent accountability audit of Riverview School District No. 407 from September 1, 2021 through August 31, 2022. Management is responsible for ensuring compliance and adequate safeguarding of public resources from fraud, loss or abuse. This includes the design, implementation and maintenance of internal controls relevant to these objectives. This audit was conducted under the authority of RCW 43.09.260, which requires the Office of the Washington State Auditor to examine the financial affairs of all local governments. Our audit involved obtaining evidence about the District’s use of public resources, compliance with state laws and regulations and its own policies and procedures, and internal controls over such matters. The procedures performed were based on our assessment of risks in the areas we examined. Based on our risk assessment for the year ended August 31, 2022, the areas examined were those representing the highest risk of fraud, loss, abuse, or noncompliance. We examined the following areas during this audit period: • Use of restricted funds – professional learning and local revenue for enrichment activities • Compliance with supplemental contracts for enrichment activities • Procurement - purchases • Associated Student Body activities – fundraiser and cash receipting • Payroll – gross wages • Use of restricted funds – acquisition of properties • Open public meetings – compliance with minutes, meetings and executive session requirements • Financial condition – reviewing for indications of financial distress To see reports filed by the Office of the Washington State Auditor, please visit: https://sao.wa.gov/reports-data/audit-reports.
