  • Masking Guidance Updates for our Riverview Community (Effective March 12, 2022)

Following the recent announcement from Governor Inslee that the state’s mask mandate will be lifted, and mask wearing will be optional* in K-12 school settings effective March 12, 2022, the Washington State Department of Health (DOH) released guidance on March 8, 2022, to help mitigate the spread of COVID-19 transmission in schools, child care, early learning, youth development, and day camp programs. Public Health – Seattle King County (PHSKC) decided on March 10, 2022, to “flow through” with the requirements and recommendations from DOH. * - Changing conditions, such as reporting/exhibiting symptoms at school or confirmed outbreaks in classrooms or on teams may temporarily require students and staff to wear masks. To read the new DOH guidance, please click below: “Requirements and Guidance to Mitigate COVID-19 Transmission in K-12 Schools…” Specifically, beginning March 12, mask wearing in both indoor and outdoor settings will be an individual choice for staff, students, and families throughout the Riverview School District. The Riverview School District will support all students and staff members who choose to continue to wear masks in our schools and during the school and workday. Likewise, we will support those staff and students who choose to not wear masks. Masks are still required for staff, and all volunteers, who have a medical or religious exemption. As this pandemic becomes increasingly treated as an endemic, it is important to reiterate that the COVID-19 pandemic is not over. Any individuals experiencing signs of illness are strongly recommended to remain home. Schools are required to continue to adhere to mitigation requirements based on DOH guidance. Some of the previous DOH requirements will now become recommendations. Additionally, Riverview will continue to provide updated district COVID-19 case counts through the Engage – RSD 407 website. The following provides a summary of the DOH guidance, while also indicating what this means for Riverview School District, effective March 14, 2022, and moving forward. REQUIREMENTS Employee COVID-19 Vaccination All employees in educational settings are required to be fully vaccinated or have a medical or religious exemption. Exclusion of People with Symptoms of COVID-19 Students and staff with symptoms of COVID-19 are required to stay home, get tested or see a health care provider. People who do not wear a mask or receive a negative test can return after day 10. Isolation of COVID-19 Cases Within a Facility Students and staff who exhibit symptoms of COVID-19 at school must be immediately isolated away from others, sent home, and provide options for diagnostic testing as soon as possible regardless of vaccination status. K-12 schools are required to ensure access to timely diagnostic testing for students and staff with symptoms or who were potentially exposed and want to test. While waiting to leave the school, the symptomatic staff or student must wear a well-fitting mask. Anyone providing care to the isolated individual should be wearing appropriate Personal Protective Equipment (PPE). Masks are required by all children, staff, and visitors aged 2 years and older in the nurse/health room and in the isolation room, as these are considered health care settings. The designated isolation space for individuals with COVID-19-like symptoms is required to be separated from the space used for those requiring first aid or medicine distribution. PPE Availability Riverview School District will continue to provide masks and appropriate PPE to staff and students, as needed or required. Notifying Groups or Individuals of Potential Exposure Staff are required to be notified of exposure. • ALICE Training® Events for Elementary and Secondary Families

Riverview School District wants to make you aware of new additions to our safety training, used in school districts nationwide, that will be presented to our students beginning this spring. We invite you to learn more about ALICE Training® at one of two parent meetings being sponsored by PTSA. One event will be hosted for elementary families, and one will be hosted for secondary families. Elementary Information Night: Tuesday March 15, 2022 @ 7:00 PM Riverview Education Service Center (District Office) Assembly Hall Secondary Information Night: Thursday March 17, 2022 @ 7:00 PM Riverview Education Service Center (District Office) Assembly Hall Preparing our students for emergency situations at school is not new. We host a variety of drills in our schools throughout the year to help students understand how to properly respond in the event of emergencies such as an earthquake or a fire. Historically, we have practiced Secure and Hold and Lockdown drills in order to prepare our students and staff in the case of an armed intruder. ALICE Training® strategies work to enhance the drills we currently participate in. Active shooter and intruder drills can be distressing to our students and staff, as well as parents/guardians and families. We have given careful consideration to presenting the ALICE Training® in an age-appropriate way. Students in grades 6-12 will be trained by staff on full ALICE protocols. Students in elementary school will be trained in their classrooms in the context of a lockdown drill. The protocols that we teach elementary students will be personalized to their environment and grade level. We will emphasize the necessity of students listening and following directions from their teacher. Again, thinking about potential emergencies, especially the thought of a violent intruder in our schools, can be difficult. We recognize this training may be a difficult topic for some students and families. While we hope that we never have to apply this training in our schools, we would be remiss in our duties if we did not prepare our students and staff how to be as safe as possible. If you have concerns about your student participating in this activity, the district always encourages you to contact your school principal or classroom teacher. We have prepared an information page and FAQ document for families to review regarding ALICE Training®. Additional links to the ALICE Training® website and more information is provided below. • Governor Inslee Announces K-12 School Mask Mandate Ending Effective March 12, 2022

Earlier today, Monday, February 28, 2022, Governor Jay Inslee announced, along with governors in the states of Oregon and California, that effective March 12, 2022, indoor mask mandates will be ending. Additionally, Public Health – Seattle King County (PHSKC) announced that they would be lifting the mask mandates in King County at that same time. It is important to know that the lifting of the mask mandate does not mean that COVID is by any means “over.” Riverview School District will continue to recognize and respect the optional choice of students, staff, and families to continue wearing masks after the mandate is lifted. In the meantime, masks remain required in all schools, school buildings, and on school buses until the mandate is officially lifted. School districts will receive updated guidance from Washington State Department of Health (DOH) and PHSKC next week, on implications of lifting the indoor mask mandate. New safety and health protocols around distancing, ventilation, and sanitation are anticipated. Guidelines regarding testing for students and staff with possible exposure to COVID-19, Contact Tracing procedures, and requirements for positive tests and isolation protocols are also expected next week. Today, Governor Inslee stated the following: “We’ve continued to monitor data from our state Department of Health and have determined we are able to adjust the timing of our statewide mask requirement. While this represents another step forward for Washingtonians, we must still be mindful that many within our communities remain vulnerable. Many businesses and families will continue choosing to wear masks, because we’ve learned how effective they are at keeping one another safe. As we transition to this next phase, we will continue to move forward together carefully and cautiously.” Riverview School District will continue to provide additional updates as more guidance is received and information on next steps are known. Thanks to the Riverview Community for ongoing patience and understanding as we move into this next phase of the pandemic and better understand how we can continue to keep our students and staff safe at all times. • Thank You Voters for Approving Our Replacement Levies! Listening Sessions Begin March 3

On Friday, February 18, the King County Elections Board certified the results of the February 8 Special Election. We are thrilled to share with our Riverview Community that both propositions have passed! By approving Proposition #1 (51% of the vote) – Educational Programs and Operations – funding will renew and support approximately 18% of our budget that the state does not consider “basic education.” Approval of Proposition #2 (54.1%) – Technology and Capital Projects – provides renewed funding and support for technology upgrades, while also allowing the district to handle facility repairs and maintenance, as well as ongoing needs for portable additions and replacements. Approving these levies will help open new opportunities for our students, while continuing to keep opportunities which provide the comprehensive education our community expects and deserves. Thank you to everyone who took the time to “Get Out and Vote!” We had the third highest voter percentage of registered voters (38.1%) among all King County school districts with levies and bonds on the ballot in this election cycle. As we have stated before, “An engaged community is a stronger community.” We want to thank the volunteers of the Riverview Schools Committee, who invested considerable time and energy in advocating and supporting the levy propositions. We thank all our community members who attended and participated in our in-person Open House events and Virtual Open House livestream. We also thank everyone who took the time to reach out to us via email, phone, or direct message to ask questions, as well as everyone who visited our Levy 2022 page, and anyone who asked for additional information by talking personally to district staff. Although these replacement levies have passed, we do recognize we have more work to do. We understand this was a difficult decision for many parents and community members. As a district, we want to open up lines of communication with you and provide opportunities to hear from you. Feel free to email the Communications Office and share your thoughts: communications@rsd407.org. Listening sessions, hosted by Director of Business and Operations, Meisha Robertson, and Director of Communications, Mike Ward, will occur in March on the following dates and times. Please email the Communications Office to receive a Zoom link to participate. March 3, 2022, 4:00 – 5:00 p.m. March 10, 2022, 4:00 – 5:00 p.m. March 17, 2022, 4:00 – 5:00 p.m. March 24, 2022, 4:00 – 5:00 p.m. We look forward to hearing from our Riverview Community and thank you all for your ongoing support of our school district.

  • Governor Inslee Lifts Mask Mandate Statewide, for Schools, Effective March 21

In the past two years, students, educators, school employees, and families have remained flexible and adaptive with the many requirements and changes involved with COVID-19. Collectively, we all have had to follow and understand changing health and safety guidance, as well as the variances, common with the ongoing pandemic. This afternoon, February 17, 2022, Governor Jay Inslee announced that effective March 21, 2022, masks will no longer be required in most indoor settings, including K-12 schools and childcare facilities. At this time, per federal law, masks will continue to be required on school buses, per the U.S. Centers for Disease Control and Prevention (CDC). Local health districts may determine the necessity for a mask mandate to remain in place or be reinstated. In Riverview, we will continue to work with, and follow guidance from, Washington State Department of Health (DOH) and Public Health – Seattle King County (PHSKC). DOH has indicated they are preparing updated guidance for K-12 schools. The guidance is anticipated to be released the week of March 7, which will give the Riverview Community ample time to prepare for the mask mandate to be lifted. Additional guidance around distancing, ventilation, and sanitation will change from requirements to recommendations, effective March 21. Conversations with our administrators, staff, and labor partners will occur upon the return from Mid-Winter Break. It is important to note that the Riverview School District will continue to be required to report COVID-19 cases and outbreaks, as is the case with any other communicable disease. Schools are required to continue to provide access to testing for staff and students who have been exposed or are showing symptoms consistent with COVID-19. Students or staff who test positive for COVID-19 must remain at home and continue to follow the CDC and DOH isolation protocols. For some, the lifting of the mask mandate is going to be great news, while causing concern for others. We will continue to follow masking guidelines and protocols in the Riverview School District until March 21. The Governor’s remarks indicated that cases and hospitalizations will likely continue to decrease over the coming weeks and by mid-March, those numbers are projected to have reduced to a level that will not overwhelm hospitals or medical personnel. To see the Governor’s official remarks at today’s press conference, including comments made by Secretary of Health, Umair Shah, Deputy Secretary of COVID Response, Lacy Fehrenbach, and State Superintendent of Public Instruction, Chris Reykdal, please click the link below: https://www.tvw.org/watch/?clientID=9375922947&eventID=2022021218

  • An Update Regarding the February 8 Special Election

Like many community members, Riverview School District has been keeping an eye on the election results from the February 8 Special Election. While we have optimism that these latest numbers will hold, we also recognize that these results will have to meet the “50%-Plus-1” vote totals needed for approval. Though we believe a significant majority of the vote count has been reflected in the latest returns posted on Friday afternoon, February 11, 2022, we want to remind our community that ballots continue to be counted through the afternoon of February 18, 2022. Results are then certified by the County Canvassing Board that same day.
