Carol Van Noy - President

Carol Van Noy was elected to the Riverview Board of Directors in November 1995, and is currently serving her 6th term.  She is one of the eight leadership members of the Riverview Schools Committee who were able to build support for the building of Cedarcrest High School .  She is also a founding member of the Riverview Education Foundation (REF). She has been involved in PTSA and Cedarcrest Senior Class activities.  She has been instrumental in the development of the Districts Strategic Plan and alternative education programs.  Mrs. Van Noy has been Board President for two years, Vice President for six years and Legislative Representative for 10 years.  She has also served seven years as the Washington State School Directors Association State Legislative Representative from District 2.


Mrs. Van Noy has worked for 12 years at United Way of King County and holds a BA from the University of Washington .  She is a frequent presenter on legislative advocacy and fundraising strategies.  She and her husband, Jim, have two sons, both graduates of Cedarcrest High School .  Mrs. Van Noy is passionate about public education and success for every student.


Lori Oviatt



Lori Oviatt was appointed to the Riverview Board of Directors on April 25, 2006 to fulfill the remaining term of office created when a former board member resigned and she was re-elected to that position in November 2007 and 2013. She is an active Riverview School District volunteer and community member since moving to Duvall in 1994. Her service on the Eagle Rock Multi-Aged Site-Based Council, District Communication Committee, Strategic Planning Committee, Superintendent Search Committee, Interview Committee, Co-Curricular Committee, District Technology Committee and Senior Project committee has earned her the Riverview Bridge Builder service pin.

She also serves on several state associations for the Washington State School Directors Association, the Interscholastic Activities Committee, and was selected to serve on the Washington Interscholastic Activities Association Board of Directors as well as the SEA-KING District 2 Board of Directors.

Ms. Oviatt earned a Bachelor of Science in Elementary Education and a Master's Degree in Curriculum and Instructional Technology from Iowa State University, and formerly taught second grade in Iowa. She has taught at all levels, including adult education. Ms. Oviatt works at Microsoft as an Learning Solutions provider. She also works for a nonprofit agencies helping to identify training and program needs. She and her husband, James, have a blended family of five children with three children, who all graduated from Cedarcrest High School. She has two grandchildren attending the Riverview School District.

Sabrina Parnell


Sabrina Parnell was appointed to the Riverview Board of Directors on April 28, 2015, to fulfill the remaining term of office created when Greg Bawden resigned and was re-elected to that position in November 2015.  Married to Robert Parnell, they have three children who currently attend Cedarcrest High School and Tolt Middle School. They have lived in Duvall since 2002.  Mrs. Parnell has served multiple terms as president of the PTA at both Cherry Valley Elementary and Tolt Middle School.  In addition, she served one term as vice-president of the Riverview PTSA Council.  Mrs. Parnell has also been involved in the Honors/Academically Talented Committee, served on numerous interview committees, actively participated in the Strategic Planning Forums in 2010 and 2015, is involved in the football booster program at Cedarcrest High School, and has completed the Riverview Ambassadors Program.

Mrs. Parnell earned a Bachelor of Arts degree in Public Relations from Gonzaga University in 1991.  The daughter of two long-time public school teachers, she is a strong advocate for public education and looks forward to the opportunity to further support the children and families of the Riverview School District by serving on the Board of Directors.


Danny Edwards - Vice President, Legislative Representative



Danny Edwards was appointed to the School Board on November 13, 2007, to fulfill the remaining term of office created when Phil Gore resigned. He has lived in Duvall since 1993 and has always been active in the community. In November 2015, Mr. Edwards was elected as Board Vice-President. In June 2008, Mr. Edwards was elected as Board Legislative Representative serving as the board's liaison with the Washington State School Directors' Association (WSSDA) and state legislators, a position that he still holds to this day. In 2010, Mr. Edwards was elected to the WSSDA Legislative Committee, was elected Vice-Chair of the Committee the following year, and in November of 2012 was elected Chair of the Committee. Since 2011, he has also served on the Federal Relations Network, an organization committed to grassroots advocacy for public education. Mr. Edwards has served as President of the Rotary Club of Duvall for two terms, President of the Duvall Chamber of Commerce for two terms, and on the Board of Directors for the Sno-Valley Senior Center for four years.

Mr. Edwards has worked for the financial services firm, Edward Jones, since 1997 and has run the Duvall office since 2003. He holds the designation of Accredited Asset Management Specialist (AAMS) from the College of Financial Planning in Washington DC, and the designations of Chartered Financial Consultant (ChFC) and Chartered Life Underwriter (CLU) from the American College in Bryn Mawr, PA. He and his wife, Christina, have six children between them, all of whom attended school in our District. They are currently enjoying the empty nest.



Jodi Fletcher

Jodi Fletcher was elected to the RSD Board of Directors in November of 2011.  She grew up in rural Illinois, outside of Chicago.  She attended Illinois State University, and was selected to a college work program at Walt Disney World in Florida.  Ms. Fletcher has been employed in a variety of positions including work with Walt Disney Feature Animation in California, George Lucasí ILM, and the airline industry.  Married to Bill Fletcher, they have two children in the Riverview School District, one of which is currently at Cedarcrest High School.  Because her children have been in the district since Kindergarten and participated in a variety of programs, she brings with her a wealth of knowledge, including experience with Core, Multi-Age, Honors, and Academically Talented Programs.
